my 2004 Excursion won't start. I installed new batteries, and OBD says everything is clear. She'll crank, just won't start. This happened once before, but Ford dealer couldn't find any issue after it suddenly just started after no repair. Any suggestions?

My dad's had a similar problem a while back. Truck ran fine but wouldn't start below 30°, even when plugged in. It was something electronic, and was about a $1200 repair. Next time I talk to him I'll try to remember to ask him if he remembers what it was.
It's wierd. Last time it happened I had it towed to a dealer, and it started fine, but I assume it was in a heated garage overnight while they had it on charge. I wonder if the cold is adding too much stress to the old high pressure oil pump, but shouldn't I see that on the OBD?
