They have just about cleared out all the spinning wheels in Chattanooga, some kind of equipment violation, "hazardous driving distraction". Heck they even have an anti-horn honking law here, unless life is in danger, otherwise it is a moving violation "disturbing the peace" even during daylight hours.

As stupid as floaters and spinners are, creating a law against them is retard. There's more important shat the governments of cities and states need to be worrying about then some douche bag riding around on spinning rims. Apparently from the story above, the Chattanooga PD needs to focus on their shooting skills rather then their ticket writing abilities.
