Ranger A/C works only on max

So a friend of mine mid 90's ranger has A/C but only when the Max A/C button is pressed. The fan speeds all work on their specific level. He also stated that if he turns the temp to full cold and just turn on the fan it blows out hot air as well.

What do you guys think is wrong?

 

could be a problem with the panel itself. my buddies AC did the same thing in his king ranch and he had to buy a whole new display

definitely sounds like the panel is going bad
