Make a template for your hole size desired. get a torch and cut out the center, leaving about 1" from your cut line. get a grinder and smooth it out until proper size/shape desired. make sure to place your mount for the lights up to the bumper, and then tack some bolts on the inside so you can slip your mount on, then just bolt it down tight w/ a nut.

alright. ill try those methods. but dont i have to cut the hole going straight on to the bumper, instead of being parallel with the surface. because i want the lights on the side.

    and thanks iowa

you are somewhat correct. the hole itself just needs to be centered on the location you want. you will have to make the "offset" behind the bumper until it is flush w/ the headlamp mount. the 06-08 F150 foglights have this similarly from the factory. the bumper is rounded on the edges, the whole is a circle, but the offset is made up behind the bumper, creating a recessed look to achieve a perpendicular mount. that all make sense?
