If it isn't the gas can, the only other thing is could be is the pressure line of the pump. Return line wouldn't leak nor would anything else.
Id also spray some adhesion promoter on there before paint.

It's suppose to mix 2 parts paint to 1 part reducer. We are mixing 3 to 1 and its still thin.
