It all depends how it is set up. I'd assume his was a cheap setup because it sounds like he didn't have shocks. Bagged vehicles can ride and handle better than stock, just depends on how much money your willing to spend.
its not hard to set it up to ride nice, some drop spindles, shocks and riding at the right psi and how you mount the bags on the rear
