Here is what I have priced out, give or take Those prices are based off average prices from summit racing on the listed parts. I would want to go carbed so I would need a c6 transmission. Then I would have to have a new transmission crossmember I think- put in. Then I would assume new drive shaft. I have a 8.8 with 3.55 LSD already so I think that is good. I would have the heads machined, my uncle has a valve grinder but I don't think he could cut them to make larger valves. I would then have the machine shop bore the block and port I guess the oil valleys, Is that what they are called? Then have the engine balanced. Cam would be matched to engine, You are right, I haven't really gone into every detail but I have a general idea on what I would like done.
So if you're wanting to do a true 600hp 460 you're gonna have to stroke it to about 514 or 521 depending on bore. A good stroker kit is about $1200-1500, add in some 9.5:1 forged pistons for about $500. Shop is gonna charge you usually $50 a cylinder to bore and hone. So there is $400, full rebuild kit you're looking at around $300 including gaskets and bearings. Your D0VE C ( not dove 3) heads are gonna suck, unless you get them fully worked even still it'll be cheaper to buy some aluminum heads. There's another $1200, throw in a big cam but also not too huge so it's street able and you can run a 2500-3000 stall converter and that's another $300, good set of roller rockers $300, having it balanced $200, you need to realize building hp take alot of money. Cheap out and it's gonna break apart, you want a 600 hp 460 it's gonna cost around 5-7 grand...

You're a lot like my uncle, puts down my ideas and tells me what's wrong with them, except you try and tell me the expensive way of doing it instead of telling me what I can't get for my budget.
You could get that from the heads from the work. Just an FYI stock heads really unless they came on a hiperformance vehicle are just that, designed for stock performance and takes work to get them above that. That's because you're expecting huge numbers for a tiny budget, you need to think realistically. That's all we're saying, with your budget of about 2000 you can expect about 400 hp and similar torque. Hp isn't cheap, never has been never will be.
