If one wanted to go with body color grille surround (that rectangle around the slats) and body color bumper would he have to get a new grille and bumper or Is it possible to paint over chrome. Or remove chrome and repaint. Idk much about paint but i know they got some crazy paint that can do things that are unimaginable.

    Thanks

It's possible to paint over the chrome, but it's gonna take a little work.

I'd start out by scuffing it up real good, hitting it with some Adhesion promoter, etching primer then some more adhesion promoter then the paint. I painted my chrome grille surround and mirror caps with just adhesion promoter, and regular primer, but I wish honestly I'd used etching primer.

His plan was to sand it down, wet sand it, clean it the adhesion promoter etc etc

No need to really sand it more then to just scuff it real good, but ADHESION PROMOTER is your friend. I can't preach it enough, Adhesion Promoter.
